Purpose/Summary

 

The Cooperation Programmes (CP) had been initiated by the GICHD in partnership with the national mine action authorities and affected states, organisations to promote cooperation on mine action at a regional level. Through this programme, and with gender and diversity sensitive approach, the GICHD brings various stakeholders to share good practice in order to address common challenges and clarify terminology by disseminating documentation in various languages.

 

Reporting to the Cooperation Programmes Coordinator, the Programme Officer will provide substantive operational, project management, administrative and financial support to the Cooperation Programmes and its projects, with a main focus on the Eastern Europe, Caucasus and Central Asia (EECCA)

 

Main Responsibilities

 

° Provide support in project cycle management, implementation, results-based management progress and monitoring, for instance:

- Contribute to and assist in project design, project brief drafting/ budget and the support of the implementation of grant agreements including preparing concept papers, funding proposals, donor reporting, narrative and financial reports/budgets as well as other CP resource mobilisation activities;

- Conduct desk research and draft substantive reports and assessments;

- Provide administrative, organisational, logistical and technical support to CP events including initiation of contractual, financial or administrative workflows such as Memorandum of Understanding, agreements, consultancy contracts, expense reports, drafting minutes, mission reports and travel arrangements;

- Monitor budgets and expenditures in liaison with the Cooperation Programmes Coordinator and the Finance team

- Assist with other project management related activities as necessary;

 

°Liaise with partners and mine-affected programmes in the Eastern Europe, Caucasus and Central Asia region, consultants and/or other stakeholders;

 

° Contribute to the design of CP events and activities, and ensure their effective planning, preparation and implementation;

 

° Coordinate with colleagues from other divisions for joint activities, technical assistance and new initiatives or support in the region;

 

° Prepare and participate in missions, and remote events, workshops, field visits with the Cooperation Programmes Coordinator and/or the Advisors (including occasionally in potentially unstable or Explosive Ordnance-affected countries);

 

° Attend, present and report on, where appropriate, some conferences, meetings or workshops on behalf of the GICHD;

 

° Prepare official communication, support to training material development, presentations, documentation material, background information, and follow up surveys, in English and Russian;

 

° Manage the translation of mine action material from English to Russian and vice versa, check and validate the quality of translated documents/training material and liaise with key partners to collect feedback, and adjust as required;

 

° Contribute to GICHD publications by collecting data and information, drafting some content;

 

° Provide input to the GICHD website and social media concerning activities and events in English and Russian if required.

 

Profile requirements

 

Essential requirements

- Minimum 2 years of professional experience in similar positions in field programmes and/or headquarters, preferably in humanitarian affairs, development cooperation, international cooperation, disarmament, post-conflict recovery and reconstruction or any other related field;

 

- Excellent command of spoken and written Russian is an essential requirement; Proficiency in another language from region is a plus.

 

- Able to travel without restrictions to EECCA region, in particular Armenia, Azerbaijan, Georgia, Moldova, Tajikistan and Ukraine (one to three short missions per year)

 

- Excellent spoken and written English;

 

- Experience working with the EECCA Region and a good understanding of the history and geopolitics of the region;

 

- Experience in project cycle management, reporting of donor funds, multi-year budgets and finances, administration;

 

- Working knowledge of budgeting, monitoring and accounting procedures;

 

- Working knowledge of Microsoft Office (Word, Excel (spreadsheets) in particular) and sharepoint;

 

- Experience in remote and distance learning platforms;

 

- Ability to communicate clearly and constructively with a wide range of stakeholders from diverse social, cultural, economic and educational backgrounds;

 

Desirable characteristics

 

- A post-graduate degree, diploma or equivalent vocational qualification in a relevant field of study, preferably in humanitarian affairs, development cooperation, international cooperation, disarmament, post-conflict recovery and reconstruction or any other related field;

 

- Exposure to Mine Action or at least Human Security;

 

- Understanding mainstreaming gender and diversity topics in programming;

 

- Working knowledge of French or another language practised in EO affected countries;
