Role Summary
The Project Coordinator supports the effective implementation of activities under a Security Sector Reform (SSR) programme in Ukraine. The role is responsible for the day-to-day coordination of Siren components under the program and for coordinating these activities with the program’s prime partner, and the donor, the Foreign Commonwealth and Development Office (FCDO).
Under the supervision of the Senior SSR Advisor, the Project Coordinator ensures effective planning, delivery, monitoring, and coordination of assigned activities. The role works closely with national counterparts, technical experts, and, where relevant, donor representatives. The position also maintains close collaboration with Siren headquarters in Beirut, particularly with finance, logistics, operations, and HR teams, to ensure smooth operational delivery in line with Siren’s operating standards and values.
The role contributes to the overall program objectives of institutional strengthening, accountability, and inclusive governance within Ukraine’s civilian security sector.
Key Responsibilities
1. Planning and Delivery of Activities
Support the design, planning, and implementation of assigned component activities in line with program objectives, results framework, and donor requirements.
Develop and maintain detailed work plans, budgets, and delivery schedules, ensuring activities are delivered on time and to high quality standards.
In coordination with the Senior SSR Advisor, coordinate and organize the engagement of technical experts, including drafting terms of reference, managing deliverables, and supporting deployment logistics.
Work with Siren HQ operational teams to ensure tasks are clearly defined, progress is tracked, and outputs meet program quality standards.
Where required, oversee taskings and financial approvals in coordination with the Senior Security Sector Reform Advisor and the Finance team.
Monitor activity-level risks and ensure timely mitigation measures are documented in the program’s risk register.
2. Coordination and Stakeholder Engagement
Support the Senior Security Sector Reform Advisor in preparing for donor meetings by providing up-to-date inputs on progress, challenges, and adaptive management needs.
Serve as a focal point for Ukrainian institutional counterparts in coordination with the partner and the Siren Senior Security Sector Reform Advisor.
Facilitate coordination meetings with partners, technical experts, and other program activities to ensure alignment and synergies.
Contribute to coordination and RMEL meetings as well as team meetings, providing progress updates, identifying implementation challenges, and agreeing next steps.
Liaise closely with other program components to ensure coherence across workstreams.
3. Monitoring, Reporting, and Learning
Coordinate closely with the program RMEL lead on key performance indicators.
Draft or contribute to monitoring reports, including monthly, quarterly, and annual reporting.
Ensure activity completion reports, mission notes, and technical outputs are finalized, quality assured, and submitted on schedule.
Participate in adaptive learning processes, identifying emerging opportunities and proposing adjustments to plans and budgets in coordination with the Senior Security Sector Reform Advisor.
Support the integration of gender equality, disability, and social inclusion considerations across program activities, as well as conflict sensitivity and human rights principles.
Requirements
Essential
Minimum six years of experience coordinating projects in governance, security sector reform, security, or institutional development.
Experience working on donor-funded programs.
Strong understanding of security and governance institutions in Ukraine.
Proven track record of stakeholder engagement in Ukraine, including with government institutions and international partners.
Excellent project coordination, reporting, and analytical skills with strong attention to detail, quality, and deadlines.
Fluency in English required.
Working proficiency in Ukrainian highly desirable.
Desirable
Previous experience in security sector reform programming.
Familiarity with adaptive programming approaches, including results-based management.
