ARCS is an international non-profit organization founded in Rome in 1985 by Arci, the largest secular association for social and cultural promotion in the Italian Third Sector. ARCI’s mission, history and values have their roots in the experiences of mutual solidarity in the late nineteenth century and they are today put into practice in the support of active citizenship, in the fight against all forms of social exclusion and in the defense of freedom and of participatory democracy, in the affirmation of a global society of rights and justice. ARCS has assumed these principles and put them into practice in the construction and consolidation of international cooperation and partnerships. ARCS has been engaged in the Middle East for over twenty years, with projects aimed at improving access to work and support to local communities, refugees and displaced persons, in emergency and development contexts.
In Jordan, ARCS is active since 2011 implementing emergency and development programs mainly in the protection and livelihood sectors.
Context & Background:
The project CEI implemented by ARCS and Caritas Jordan was born with the aim of supporting the Iraqi Catholic minority in the area of Amman Al Majad and through opportunities to improve job skills that can be used in Jordan or elsewhere and by facilitating access to a source of income.
- Terms of Reference;
To ensure the implementation of the intervention and coordination of activities in Amman, ARCS will hire a Project Manager to ensure smooth implementation of project activities.
Develop and manage the implementation of project activities to achieve project goals and objectives including designing and implementing relevant indicators, monitoring and evaluation systems and frameworks (including expenditure tracking and impact assessment methodologies).
Be a member of the organization team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed.
Develop and maintain good relationships and lines of communication with relevant local authorities and project local partner explaining the nature of the project and liaising with them throughout the project.
Support the local partner with the identification and solution of technical issues.
Plan the project expenditure and ensure the expenditure of budgets are compliant with ARCS and donor finance requirements.
Ensure tracking of set indicators throughout the implementation cycle and regular reporting on impact, assist partners in developing appropriate strategies for monitoring and evaluating implemented activities.
Conduct monitoring visits and collect monitoring data to measure progress on the indicators and ensure achievement of quality results.
Ensure that all project reporting (internal and external) and other project documents are completed in a timely and accurate manner and in compliance with ARCS and donor requirements.
Ensure the collection of communication material to be shared with the donor and the HQ
Degree in social sciences, economics or management
Minimum 3 years of experiences working in management position in humanitarian/development sector.
Proven track record of project design and excellent command of Project Cycle Management and Theory of Change.
Good organizational, coordination and time-management skills.
Good relationships with local institutions and stakeholders.
Arabic mother tongue and fluency in spoken and written English,
Good computer skills, in particular good command of Word, Excel and Power Point.
Sharing mission and values of ARCS, adherence to ARCS Code of Ethics and Policies.
Valid Driving License
Experience in livelihood and socio-economic empowerment projects.
