Description

PURPOSE OF THE POSITION:

 

The Project Manager will be responsible for the management, coordination and facilitation of all activities of the "Civil Society Capacity Building" project implemented in Senegal and The Gambia. He/She will facilitate the rational management of funds by for the qualitative implementation of the project through the civil society partners designated in Senegal and The Gambia. Direct interlocutor on the project, the Project Manager will lead, coordinate and supervise the daily action. He/she also ensures the coherence of the action between the areas of intervention. In the field, he/she will work closely with local partners and coordinate the actions of other members of the Save the Children team.

 

Under the direct supervision of the Country Director who provides the lead on the implementation of projects, the Project Manager will have the following key responsibilities:

 

Strategy

Contribute to the implementation of Save the Children's strategy in Senegal and The Gambia through support for the implementation of project activities

Ensure the integration of project activities with other Save the Children projects and interventions, including through the referral of beneficiaries to other relevant services/sectors.

Contribute to the identification of changes and opportunities in the context that Save the Children can seize (after donor approval) to strengthen program relevance;

Identify and document gaps and needs that can be filled through other funding opportunities

Participate in advocacy-campaign actions related to the project in accordance with the country office's advocacy-campaign strategy.

Project management and quality promotion

Ensure the planning, monitoring and evaluation of project activities including the quality of implementation as well as the planning and monitoring of expenditure, as well as reporting to the donor.

Develop the narrative reports required by the program.

Work closely with civil society partners, relevant local authorities as well as community structures to ensure that the implementation of activities takes into account local social and cultural realities.

Ensure the development of collaboration agreements/protocols with the relevant actors/partners.

Ensure the active participation of beneficiaries and other stakeholders in the implementation of activities.

Work with the project team, NGO partners as well as relevant departments of Save the Children, in the development of activity implementation plans.

Ensure that project resources are used wisely, and that expenditures are made in accordance with donor and Save the Children requirements.

Identify problems hindering the implementation of the program and ensure that adequate solutions are found in time.

Ensure financial planning (including budget forecasts) and monitoring of monthly project expenses and work closely with finance staff to control expenses.

Develop procurement plans related to project activities and ensure procurement is done in accordance with donor requirements and Save the Children procedures.

Participate in the identification of partners and key people to contribute to the implementation of the program.

Work closely with all relevant stakeholders, including decentralized state and municipal structures as well as relevant community-based structures.

Ensure that project activities are linked to other local activities conducted by SC and ensure good collaboration/coordination with other organizations and partners in the areas of intervention.

Regularly coordinate and collaborate with technical advisors and other project teams to enhance project synergy and impact for affected communities;

Participate in any other activities or tasks useful for the implementation of the project.

Monitoring Evaluation, Accountability and Learning

Write periodic reports on the progress of activities on time;

Ensure/ensure the regular collection of data, their verifications, their analyzes and the preparation of monthly statistical reports for the project;

Ensure that the project's MEAL management tools (DIP, Work Plan, PAR, IPTT etc.) are up to date and that the recommendations from project monitoring meetings are implemented;

Contribute to the establishment of the accountability mechanism in the project implementation sites;

Ensure the documentation of lessons learned and case studies in the implementation of project activities and contributes to learning with and for other projects in connection with the MEAL team;

Conduct regular project quality assessments and make changes as needed to increase the effectiveness and efficiency of the intervention;

Ensure, through regular internal meetings and formal quarterly checks, that project activities are proceeding normally and that expenditures (through regular budget monitoring) do not exceed the planned scope.

Team management

Ensure the coordination of colleagues working on the project to ensure quality work and on time;

Provide leadership in terms of vision, implementation, planning, and control of the progress of the project;

Foster a team culture of learning, creativity and innovation and of employee ownership to deliver exceptional results for young people, and their families and communities.

Backup Responsibilities:

Report all cases of internal and external abuse;

Know the Safeguarding policy and the Code of Good Conduct and raise awareness of this policy (children, employees, partners, beneficiaries and communities.);

Contribute to lessons learned and good practice documentation exercises under the leadership of the focal point;

Be exemplary in their work and in their private life and respect the code of good conduct and the Safeguarding policy;

Know and respect local procedures;

Ensure the well-being of the child, the employee, the partners, the beneficiaries, and the communities;

Ensuring a healthy environment at the service of all (children, partners, beneficiaries, employees and communities).

 

General

 

Perform other tasks requested by the hierarchy in relation to the skills and experience associated with the position;

 

Comply with and promote Save the Children procedures among others: Child Safeguarding Policy, Code of Conduct, Fraud Policy...

 

QUALIFICATIONS AND EXPERIENCES

 

Graduate degree (master's level required) in project management, social sciences; economic or social development, international cooperation, political science or any other relevant field;

Minimum 5 years of experience in project management, preferably on children's rights, including budget monitoring and donor reporting;

Proven experience in advocacy and campaigns;

Experience working with civil society organizations in Senegal and The Gambia;

Previous experience in managing, coaching and supervising a team;

Have good interpersonal skills, as well as the ability to communicate clearly and effectively at all levels;

Have written and spoken fluency in French and English. Knowledge of local languages ​​would be an advantage;

Good computer skills;

Commitment to and understanding of the values, aims and principles of the Save the Children organization.

Excellent organizational skills;

Able to work under pressure and meet deadlines.
