The Global Survivors Fund (“GSF”) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparations programmes. It also guides states and civil society by providing expertise and technical support for designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work.


Role Summary


The overall role of the Regional Coordinator is to support the development of GSF strategies, partnerships, initiatives and projects in Anglophone African countries, and in particular, to support civil society actors and survivors to design and implement projects for interim reparative measures, advocacy strategy and support to States’ initiatives to set up reparations policy. The Regional Coordinator will work within the GSF Programmes department and will report to the Head of Projects for Interim Reparative Measures, but also report functionally to the Head of Policy and Advocacy, and the Head of Guide.


Position Responsibilities


Act Pillar (Interim Reparative Measures Projects)


  • Help identifying project implementing partners in the specific countries of intervention, in the region; • Oversee and contribute to guiding local civil society organisations and survivors’ network to frame, design, and implement projects for interim reparative measures in their country, based on GSF survivors-centred approach and methodology; • Oversee and contribute to the design of narrative and budget proposals; • Oversee the development of a detailed project plan to monitor and track progress; • Draft and adopt partnership agreements, in liaison with the Operations department; • Monitor projects status and objectives in the assigned region and focus countries, with directly supervising project coordinators, when relevant; • Oversee partners activities and project coordinators for managing changes to the projects scope, schedule, and costs, when relevant.


Advocacy and Policy Pillar


  • Support the development by local actors and survivors of advocacy strategies and initiatives, in liaison with national project coordinators and GSF Head of Policy and Advocacy. This may include taking part in High Level meetings; • Developing networks of experts in the region; • Developing partnerships with key actors in the region; • Position GSF in the region;


Guide Pillar (technical assistance)


  • Identify opportunities to provide technical assistance to States, international organisations and other stakeholders willing to adopt and implement reparations policies, together with project coordinators, liaising with GSF Head of Guide; • Support the organisation of trainings, workshops and other such events to share best practice and lessons learned; • Support the design of key guide tools, such as toolkit, handbooks and guidelines related to reparations as required by the projects.


Other core activities


  • Support external communication activities liaising with GSF Head of Communications; • Organise and participate in regular missions in projects countries, to orientate and participate in projects activities as well as to oversee implementation; • Ensure that projects are within scope, time and budget; • Oversees a project schedule specifying the different phases of the project; • Contribute to reporting of activities within the Programmes department; • Propose strategic developments and identify new partnerships in the region, in accordance with GSF strategic plan.


Position Requirements


Education and Experience


  • A degree in Law or related discipline, and a postgraduate degree in international human rights law or humanitarian law, or any related equivalent studies; • At least 10 years of relevant professional experience working on human rights, humanitarian law and, on conflict-related sexual violence, reparations, and transitional justice.


Other requirements


  • Strong experience working with national civil society organizations and survivors of conflict-related sexual violence, and strong knowledge of the survivor-centric approach, in line with existing good practice and guiding principles; • Strong experience in programme management and projects design, including the development of budgets; • Excellent knowledge and practice on advocacy; • Ability to travel regularly; • Excellent research, drafting and editing skills in English. English is the working language of the Global Survivors Fund. Good knowledge in written and spoken French would also be an asset; • Professional demeanour and excellent verbal communication skills. Experience in the design of communication tool would be an asset; • Robust planning and organization skills, strong sense of initiative, ability to identify priorities and adjust plans and actions as necessary; • Attention to detail and rigour; • Ability to work independently, including from distance, and under tight deadlines; • Ability to work as part of team and to bring and maintain a good team spirit; • Excellent reporting activity to supervisors; • Strong work ethics, eagerness to learn and willingness to take initiative; • Proficiency in MS Word and Excel.
