The Safety & Security Director (SSD) will report directly to the BHASC Task 3, Lead. The SSD will also work closely with the Deputy Programs Director, the Deputy Manager - Field Response & Operations, the wider Field Support team and Team Credence. The SSD also maintains dotted line reporting to the Deputy Programs Director, the Deputy Manager – Field Response & Operations as well as the GEG CEO. The position will be directly responsible for assessing and mitigating safety and security risks associated with Task 3.

Scope of Work

Position Description

The Safety & Security Director will be responsible for reviewing tasks activities undertaken within Task 3 Field Support, assessing and mitigating safety and security associated with Field Support operations.

The Safety & Security Director will:

Serve as primary point of contact within the Field Support team to provide oversight and guidance related to Task 3 safety and security.
Provide technical advice and support to the field, while maintaining high-level strategic guidance support to Task 3 management.
Develop, revise and support the implementation of BHASC/USAID security related tools, plans, guidance and templates. Support the implementation of these relevant safety and security processes and procedures with strict adherence to all appropriate rules and regulations.
Ensure that all field-based operations have established safety and security plans that are applied.
Track and communicate any changes in humanitarian safety and security standards while building internal knowledge of safety and security and duty of care good practices throughout the Task 3 Field Support team.
Support as needed with the design, delivery and continual enhancement of the BHA Security in Humanitarian Operations (SHOP) training course.
Conduct independent, timely review of Task 3 security plans, processes and systems to assess and mitigate risk to all program personnel.
Participate in the start-up and close-out of Field Support programs including responses as needed to humanitarian responses or other field support activities.
Coordinate across Task 3 program teams at the field level and at HQ as well as Team Credence and BHA on issues related to safety and security.
Assist with ensuring safe and secure field support to BHA without unnecessarily limiting the ability of Team Credence and GEG to respond to BHA field support requirements.
Position Qualifications
Education and Experience: Bachelor’s Degree with 8+ years relevant experience, Master’s Degree with 6+ years relevant experience, PhD with 4+ years relevant experience, or High School Degree with 12+ years relevant experience.
Must be a US Citizen and be able to obtain and maintain a minimum of a USG-issued Secret-level Security Clearance for the duration of employment on this contract;
Proven senior management experience and ability to provide both high-level strategic guidance and field support to clients;
Minimum of five years of relevant and progressive experience advising humanitarian safety and security operations; experience with other USG agencies as well as bilateral or multilateral funders, such as USAID/BHA, UN Agencies, preferred;
Knowledge of and ability to ensure compliance with security, safety, and duty of care standards and industry best practices including gender, age, child and power sensitive situations;
Strong understanding of the humanitarian sector and at least five years of experience with safety and security in humanitarian and/or development programs;
Evidence of making substantive contributions in the advancement of security standards and best practices utilized within the humanitarian security profession;
Familiarity with USAID-funded programs;
Experience working oversees in humanitarian operations, preferred;
Meticulous attention to detail, as well as outstanding critical thinking and problem-solving skills;
Demonstrated ability to work both independently and as a member of a team;
Demonstrated ability to generate risk mitigating solutions, handle multiple tasks simultaneously;
Knowledge of and ability to learn and adopt industry best practices.
