Description

Overall job purpose

The Security Officer (Gaza) provides dedicated, security advice and remote coordination support to MENTOR’s Gaza team. The role focuses on the safe planning and delivery of large-scale medical-supply distributions across Gaza and related staff deployments.

Working remotely in support of HQ, the postholder supports senior and line managers through timely security analysis, review of context-specific arrangements, staff preparation, contingency planning, and incident and crisis-management support. Gaza remains the primary focus, although HQ management may request proportionate support for other MENTOR country programmes.

The role is advisory. Accountability for security management and operational decisions remains with the relevant line managers and designated HQ managers.

Task and responsibilities

Security analysis, planning and advice

Monitor security threats affecting Gaza through reliable security platforms and networks, analyse their operational implications, and share timely and relevant information to HQ and field teams.
Advise senior managers and relevant line managers on security policy, risk, security procedures, and the implications of the Gaza context for planned activities.
Develop, review and update the Gaza Security Plan, risk assessments, standard operating procedures, movement protocols, communications arrangements, hibernation, relocation and evacuation contingencies, and other context-specific security documentation, in coordination with the Gaza team and HQ management.
Review security arrangements for the distribution of medical supplies and other projected activities, and provide documented advice to HQ on feasibility, risk-reduction measures, required resources, and conditions for implementation.
Support HQ’s preparation of deployment, suspension, relocation and evacuation decisions by providing current analysis, clearly defined risk thresholds, options and recommendations; final decisions remain with the designated HQ managers, except where delegated emergency authority applies.
Define and support appropriate security briefing, induction, training and debriefing for personnel working on or deploying to Gaza, including the development and delivery of Gaza-specific training packages and, where appropriate, training of trainers.
Advise on the suitability and procurement of security-related equipment and services, including communications equipment, insurance, specialist training and external consultancy, and identify financial or human-resource gaps affecting safe implementation.
Produce and coordinate security-incident reports when required, ensuring compliance with organisational, legal, insurance and donor reporting protocols, and maintain accurate security records for accountability purposes.
Collate and analyse security incidents and identify lessons learned, and recommend updates to policies, procedures, training and operational plans.
Assist managers during security incidents and support the activation and functioning of MENTOR’s crisis-management arrangements for serious or high-profile incidents affecting Gaza.
Coordinate with the HQ Programme Manager, the Gaza team and other relevant departments on projected activities, ensuring that appropriate security assessments, preparedness measures and duty-of-care considerations are addressed in advance.
Assist, when requested, with the recruitment or technical assessment of security-related personnel and with the review of security plans produced by field teams.
Contribute to monitoring the effectiveness of security management, promote a positive security culture, and support departmental and organisational working groups as required.
Provide proportionate remote security advice or technical support to other MENTOR country programmes only when needed and specifically requested by HQ management, while ensuring that Gaza remains the primary operational priority.
Other duties

Carry out other security-related tasks assigned by the Security Officer or designated HQ management, consistent with the advisory nature of the role and the priority requirements of the Gaza response.
