Job Purpose:

The Programs Development Senior Officer will support the organization in identifying, developing, and managing strategic partnerships, with a particular focus on Early Recovery and Economic Empowerment programmes. The role will contribute to the design of high-quality project proposals, concept notes, and partnership strategies in collaboration with technical teams, ensuring alignment with donor priorities and evolving recovery needs in Syria. The Senior Officer will also support the expansion of the organization's partnership network, strengthen engagement with institutional donors and strategic stakeholders, and represent the organization in relevant coordination platforms, clusters, and external events to advance sustainable recovery and livelihoods programming

Key Responsibilities:

Partnership Development:
Identify potential partners and explore partnership opportunities in alignment with the organization’s strategic goals.
Assist in drafting project proposals, concept notes, and partnership agreements in coordination with the programs and MEAL departments.
Maintain and update a database of current and potential partners, including international organizations, local NGOs, UN agencies, and donors.
Support relationship management with existing partners, ensuring timely communication and response to their inquiries.
Assist in organizing and participating in meetings, workshops, and networking events with partners to strengthen collaboration.
Representation:
Represent the organization in meetings, clusters, and events related to partnerships, networking, and coordination.
Actively participate in discussions to advocate for the organization’s objectives, share updates, and explore collaboration opportunities.
Provide feedback and share insights from meetings and events with the internal team to inform strategic decision-making.
Monitoring and Reporting:
Track partnership activities, monitor progress, and prepare reports for internal and external stakeholders.
Collect and analyze feedback from partners to enhance collaboration and identify areas for improvement.
Assist in evaluating the effectiveness of partnerships and suggesting improvements as necessary.
Note: the above-mentioned key responsibilities/accountabilities are illustrative ones. Other future responsibilities/accountability may be assigned to the job depending on the department’s organizational chart

Qualification (Education/Work Experience):
Essential:

University degree in social sciences, business administration, international relations, or a related field.
At least 4 years of experience in partnership development, project coordination, or similar role, preferably in early recovery and economic development
Strong organizational and communication skills.
Proficiency in Microsoft Office applications.
Fluent in English and Arabic (both written and spoken).
Desirable:

Experience in developing project proposals or concept notes.
Knowledge of the humanitarian sector and understanding of the Syrian context.
Strong networking and relationship-building skills.
Experience working with international donors or organizations.
