Role Purpose:
Concern has been shortlisted to implement the ‘Empowering Women through Education and Skills’ project, aimed at helping adolescent girls and women acquire basic literacy, numeracy, life skills, and vocational skills to improve their livelihoods. To lead this initiative, Concern is recruiting a Team Leader. The Team Leader will oversee the programme under the Rajo Kaaba Project, ensuring alignment with the Ministry of Education, Culture and Higher Education (MoECHE) and the Banadir and Southwest State (SWS) Education Directorate. The role involves leading the programme team, planning, coordination, reporting, and providing technical support to staff and stakeholders, with a focus on quality, inclusion, and accountability.

Responsibilities:
Leadership and Strategic Oversight
Provide overall leadership for project design, planning, implementation, evaluation and quality assurance of a 12-month integrated education and skills program, ensuring alignment with project goals, especially around addressing gender disparities in education, promoting girls' access to education, and empowering women through education and skills development.
Ensure quality review and technical support and oversight, making sure approaches and tools are locally relevant, reflect needs of target groups, adult learners and young girls.
Oversee establishment of student support systems, implementing assessment strategies, and managing administrative systems
Support the review of existing curricula and the development of adapted course outlines in collaboration with MoECHE at federal and state levels.
Ensure integration of life skills (including health, hygiene, climate resilience, digital literacy, leadership, etc.) with vocational tracks (including childcare, fisheries, community health, or others as may be determined as relevant or in demand).
Coordination and Engagement
Serve as the primary liaison for Concern Worldwide with MoECHE and BanadirSWS Education Directorate for this project, maintaining effective communication and strategic alignment with other programme components.
Ensure that communication with government stakeholders is consistent with Concern’s wider Education strategy, working alongside Concern’s Education Programme Coordinator
Coordinate closely with local authorities, community leaders and community-based organisations, private sector actors and implementing partners.
Support coordination forums, technical working groups, and task forces related to skills and education programming.
Support MoECHE in ensuring collaboration/communication/alignment with stakeholders implementing the project in other regions
Represent Concern in education and skills development forums at the regional and national levels.
Promote the project's objectives through community engagement, public platforms, and media where appropriate.
Advocate for the inclusion of women, youth, and persons with disabilities in national education policies and plans.
Implementation and Supervision
Oversee enrolment campaigns, putting emphasis on ensuring equitable access with 10% inclusion of persons with disabilities and marginalized groups and taking into account specifically the needs and challenges faced by women and young girls.
Supervise technical staff (Curriculum Development Expert, TVET Specialist, GBV Officer) and ensure effective intra- and inter-team collaboration and communication.
Ensure mechanisms are in place for tracking and mitigating attendance barriers, including measures to offer support (e.g., childcare) where needed.
Financial Management:
Monitor the monthly expenditure of all programme budgets and adherence to Concern and donor policy and guidelines for finance management.
Monitor under and overspending in each budget line, and work with the finance department to make necessary adjustments to ensure efficient, effective and accountable spending.
Report any suspected and actual financial irregularities or other fraud that has occurred to the Country Director immediately.
Partnership Management
Provide technical guidance and oversight to ensure sub-contracted partners align with the Rajo Kaaba Project’s objectives, standards, and reporting requirements.
Oversee coordination with training Centres, vendors, and host facilities to ensure they meet quality, accessibility, and inclusion standards.
Monitor the performance and contractual compliance of third-party training providers and vendors.
Monitoring, Evaluation, Accountability and Learning (MEAL)
Collaborate with M&E teams to establish strong tracking and feedback systems in line with donor requirements.
Monitor implementation progress and adjust delivery plans and methodologies based on data collected, lessons learned and feedback loops.
Lead preparation of donor reports, government updates, and internal documentation on progress and challenges.
Work with relevant colleagues to ensure that the Feedback Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed.
Staff Management
Ensure effective support and development of staff engaged by Concern in Rajo Kaaba project.
Lead, manage and motivate the team, ensuring that they have clear objectives, work-plans and receive meaningful and regular feedback on their performance.
Ensure that Concern’s policies such as the Code of Conduct, Fraud and Whistle Blowing Policy as well as the minimum standards of humanitarian relief (ICRC Code of Conduct, Sphere, CHS) are adhered to by all staff.
Accountability and Safeguarding
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E as well as during project closure);
Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected research staff behaviour is disseminated among programme participants and communities.

Role Holder Requirements:
Education:
Master’s degree in education, economics, public health, engineering or a relevant discipline.
Experience:
Minimum of 10 years of experience. The experience should include the following:
Experience in managing education programs for adults and young women.
Experience in overseeing programs that provide education and skills training to adult learners and young women. This could include managing projects that aim to improve the education and skills of these target groups on a large scale. For instance, the candidate may have worked on a project that provided vocational training to women in rural areas, helping them acquire new skills and improve their employment prospects.
Expertise in designing and implementing education programs specifically for women and young girls.
In-depth knowledge and skills in developing and implementing educational initiatives that cater specifically to the needs and challenges faced by women and young girls. This could involve creating programs that address gender disparities in education, promote girls' access to education, and empower women through education and skills development.
Proficiency in evaluating programs and materials, establishing student support systems, implementing assessment strategies, and managing administrative systems.
Proficiency in English language, knowledge of Somali language will be an added advantage.
