Position Summary

The Team Leader will have overall responsibility for the successful execution of the Endline Learning Assessment and Third-Party Monitoring project. You will serve as the primary liaison with UNESCO and implementing partners, ensuring all project objectives are met on schedule, within budget, and to the highest standards of quality. You will provide strategic direction and leadership to a diverse team of technical and operational experts.

Key Responsibilities

Serve as the primary point of contact for the UNESCO Yangon and Bangkok offices, managing all official communications and reporting.
Lead the development and submission of all project deliverables, including the Inception Report, progress updates, and final assessment and monitoring reports, ensuring they meet UNESCO's requirements.
Provide leadership, guidance, and direct supervision to the entire project team, fostering a collaborative and high-performing work environment.
Oversee the project timeline (October 2025 - May 2026), ensuring all milestones are met and activities are completed as planned.
Manage project resources, oversee the budget, and ensure all financial dealings adhere to UNESCO's policies and procedures.
Lead the finalization of the project's methodology, sampling framework, and work plan in direct consultation with UNESCO.
Required Qualifications (Mandatory)

A Master’s degree in psychology, education, statistics, public policy, economics, or another relevant discipline.
A minimum of seven years of relevant professional experience in education management, monitoring and evaluation, or project management.
At least four years of demonstrated experience and in-depth knowledge of the work of UN agencies, government agencies, CSOs, and/or INGOs.
Desired Qualifications and Skills

At least four years of experience working specifically within the Myanmar education and/or development context.
Proven ability to lead projects in fragile or conflict-affected settings, with a strong understanding of security and operational challenges.
Demonstrated ability to produce high-quality written reports in English for stakeholders at all levels.
Experience with Global Partnership for Education (GPE) funded programmes is a significant asset.
Things You Need to Know

ASER: Deep familiarity with the Annual Status of Education Report (ASER) tool and its application in assessing foundational literacy and numeracy.
TPM: Strong understanding of Third-Party Monitoring principles and practices for large-scale development projects.
UNESCO Systems: Knowledge of UNESCO's operational, procurement, and reporting procedures.
Context: In-depth understanding of the current education landscape and conflict dynamics in Myanmar.
