JOB PURPOSE
The Technical Coordinator Climate and Environment is responsible for the provision of strategic planning and technical guidance on activities within the area of Climate and Environment. He/She plays a leading role in providing technical inputs to the Climate and Environment strategy and project development at national level.
Moreover, he/she supports the Project Teams in the planning, design, implementation, supervision, and potential expansion/development and administration of technical Climate and Environment interventions. This position is integral to advancing Acted’s four key green programmatic areas: Resilient and Collaborative; Ecosystem Management; Circular Economy; Sustainable Infrastructure; Citizen-Driven Climate Action
OBJECTIVES
1. To help finalise a context specific and relevant Climate and Environment programming strategy to
sustainably raise Acted’s profile as a credible Climate and Environment actor in Lebanon
2. To provide technical support to Acted’s Climate and Environment projects, define coherent Climate and
Environment implementation modalities, tools and methodologies, and build staff capacity
DUTIES AND RESPONSIBILITIES
Development and rollout of Climate Wise modules
a) Develop and deliver a comprehensive, interactive and participatory training curriculum in Arabic and
English around climate action awareness, knowledge and practices for the project’s SMEs (Small, and
Medium Enterprises). Working closely with the Project Manager to research, compile, and create
educational content that promotes sustainable and circular strategies in the agriculture sector, he/she
will seek to tackle the following objectives: Enhancing audience awareness on the topic, Equipping
MSMEs with knowledge on circular, climate-smart and climate-friendly practices, with a focus on the
agriculture sector, Promoting and inspiring audience for informed decisions & behaviour change in a
positive manner.
b) The format and style shall build on Acted’s existing “water-wise” modules in terms of method,
structure and design, to form a harmonized overall package, while avoiding content duplication and
including an adequate variety of presentations, worksheets, multi-media content, etc.
c) Conduct a literature review and to consult relevant stakeholders from the academia, ministries and
other public institutions, civil society, private sector, including from Acted’s network.
d) Cover the following topics (list to be finalized with the project manager) based on key available global and Lebanese research and policy work, as well as available Acted resources, referencing all sources: · What is climate change? Introduction to climate change recalling key definitions and global research pieces (IPCC), most important climate risks in Lebanon to relate. · Understanding climate policies and regulatory frameworks in Lebanon. Understanding the NDCs, GHGs, CDM, NAMAs and the role of the Government · How can enterprises play a role in climate action, adaptation and mitigation, environment conservation and preservation? · Understanding Climate Finance opportunities for enterprises in Lebanon · Understanding carbon emissions and how MSMEs can contribute to a low carbon transition · Key considerations for updating a business case for circularity and climate action. Understanding input use, energy efficiency and resource use efficiency, including providing practical examples of cost savings from such measures in MSMEs.
Technical Leadership
e) Lead on the finalisation of a coherent Climate and Environment strategy for Acted in Lebanon
f) Design relevant Climate and Environment needs assessments with the MEAL Department
g) Guide Climate and Environment project conceptualization workshops in close collaboration with the PD department based on needs assessments, literature review and external consultations.
h) Provide technical inputs into proposal design and ensure new or adapted projects for the Climate and Environment sector focus on maximizing efficiencies, impact and integrated approachesHelp define Climate and Environment project implementation modalities and methodologies
i) Lead the development of all technical tools related to Climate and Environment projects (ToRs for consultants and evaluators, ad hoc reports, capitalization reports…) j) Analyse the appropriateness, adequacy and potential impact of projects in the Climate and Environment sector based on known contexts and needs
k) Provide technical support to the Project Managers and other staff to implement the Acted Climate and Environment projects to a high quality standard.
External Relations
l) Upon request, participate in and report (internally) on Climate and Environment technical meetings involving technical stakeholders such as donors, NGOs, UN Agencies, governmental institutions
m) Ensure effective coordination and collaboration with key stakeholders and partners, i.e. NGOs, civil society organizations, community groups, and government counterparts
n) Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others.
Staff Capacity Building
o) Participate in the recruitment and training of Climate and Environment sector staff members
p) Identify individual training needs and ensure access to training and professional development opportunities appropriate to the Program and PD skill gaps and needs q) Provide training to projects teams on Climate and Environment best practices.
