Position Overview

The Technical Roofing Coordinator will oversee all aspects of roofing operations for the GER3 Shelter Program. This role requires a hands-on construction professional with extensive technical roofing experience, strong team leadership, and excellent organizational and coordination skills. The coordinator will ensure that roofing work meets quality, safety, and timeline standards, manage materials and tools efficiently, and provide regular reporting to the Program Manager.

Key Responsibilities

Construction Oversight & Technical Expertise

Coordinate and supervise all roofing work across program sites, ensuring construction meets technical specifications, quality standards, local code regulations and safety requirements.
Provide hands-on guidance and technical support to roofing teams to solve complex construction issues.
Inspect completed work for compliance with program design, quality, and safety standards.
Assign tasks effectively, monitor progress, and address performance issues promptly.
Cash-for-Work Coordination

Support the recruitment, registration, and onboarding of cash-for-work personnel in coordination with the administrator.
Track daily attendance, work quality, completion and productivity of cash-for-work personnel.
Verify attendance sheets and work records with onsite supervisors prior to submission for payment processing.
Flag any discrepancies or issues related to attendance or work output to the Program Manager and Administrator.
Field Operations & Team management

Serve as the primary field-level point of contact for roofing activities and planning
Coordinate and supervise activities across assigned communities and sites.
Ensure work plans and daily targets are clearly communicated and understood by all cash for work teams.
Manage, train, and motivate roofing crews to maintain productivity and high-quality output.
Record and report performance of team members according to HR rules and regulations
Manage, deescalate, and report any tensions between team members or team and communities.
Materials & Tools Management

Prepare stock requisition forms in advance to enable storekeeper to determine quantities.
Coordinate with storekeeper for stock levels, storage conditions, and usage of roofing materials, tools, and equipment.
Forecast and report shortages or needs promptly to the Program Manager to prevent work delays.
Coordinate with storekeeper and truck drivers to develop schedules for material site deliveries
Safety & Compliance

Enforce strict adherence to occupational health and safety standards on all work sites.
Conduct regular safety briefings, inspections, and risk assessments.
Ensure teams use personal protective equipment (PPE) and follow safe work practices.
Identify and mitigate hazards, including unstable structures, sharp debris, and environmental risks.
Report and document any incidents or near-misses in accordance with GER3 procedures.
Reporting & Documentation

Provide daily/weekly progress updates to the Program Manager, including completed work, challenges, and planned activities.
Maintain detailed records of labor, materials, and site conditions.
Document any deviations from planned schedules or quality standards and propose solutions.
Document on-site activities through photos and upload them to the internal system to support progress monitoring and donor reporting.
Assist with the documentation of MOU’s and notice of completions with selected beneficiaries
Timeline, Quality, & Budgeting

Forecast, develop, and report on work plans for approval by the program manager.
Ensure roofing work stays on schedule while maintaining high-quality standards.
Identify potential delays early and propose corrective actions.
Conduct final inspections before handover to confirm work meets program specifications.
Support the Program Manager as needed with budget tracking and updating.
Qualifications & Requirements

Jamaican national with at least 5 years of hands-on roofing/construction experience, including managing teams.
Strong technical proficiency in roofing materials, techniques, and construction best practices.
Proven experience leading construction teams, managing materials, and maintaining quality and safety standards.
Strong organizational and project management skills, with the ability to track multiple projects and timelines simultaneously.
Excellent organizational, coordination, and communication skills.
Ability to work under pressure and meet strict timelines.
Competency in basic reporting, documentation, and project tracking.
Strong written and verbal communication skills in English required for documentation and reporting.
Knowledge of Jamaican construction codes and safety regulations is preferred.
Excellent communication and interpersonal skills; able to engage respectfully with contractors, homeowners, and community stakeholders.
Work Conditions

Field-based position in St Elizabeth with frequent travel to project areas and sites.
May include some weekends-based program needs.
Reporting Lines:

This position will report directly to the Program Manager.
