Forcier is a multi-disciplinary research and monitoring & evaluation firm operating across Africa and the Middle East since 2011. Our core services include program evaluations, opinion polling, third-party monitoring, and capacity building for UN Agencies, NGOs, governments, and private sector clients operating in post-conflict and challenging environments. Forcier currently has offices in South Sudan, the Democratic Republic of Congo, and Mozambique.
Job Description: Forcier seeks a Program Manager for an expected Third Party Monitoring Agent (TPMA) on the Sudan Emergency Safety Net program. The program, funded by the World Bank and implemented by World Food Program (WFP), provides cash transfers and food insecure households in Sudan. The TPMA activity provides a Third-Party monitoring layer to ensure that the project’s funds are being utilized for the intended purposes.
The position will be on a contract basis and be based in Khartoum, Sudan, with travel throughout the country. The position is open to international candidates and Sudanese citizens.
Provide technical and operational oversight to all aspects of the evaluation ensuring activities and deliverables are executed with quality and within time and budget requirements.
Lead/manage evaluation, analysis, and assessment activities, including coordination and oversight of local partners engaged in these activities
Design quantitative and/or qualitative data collection and analytical methods and tools to support evaluation design and implementation
Ensure documentation and dissemination of findings, impact, innovations, and lessons learned
Ensure that all activities are undertaken in full compliance with Forcier’s standard operating procedures, World Bank policies and regulations, and local policies and laws.
Advanced degree (Master’s and above) in Monitoring & Evaluation, Contract Management or another relevant field.
Minimum of ten (10) years of senior-level management experience relevant to the contract subject matter
Prior experience managing expatriate and local staff on monitoring programs, designing and conducting monitoring programs, writing monitoring reports, and conducting quantitative and qualitative field research.
Previous experience managing portfolio-level monitoring programs in Fragile and Conflict locations.
Previous field experience in Sudan and managing sub-contractors is essential.
Excellent oral and written communication skills in English and Arabic, analytic skills, interpersonal skills, and team management skills.
Must be authorized to work in Sudan
Sudanese national preferred
Proficiency in Microsoft Office applications and G Suite applications
Advanced executive function and task management (you should be able to manage multiple tasks with various deadlines and be able to allocate your time and efforts accordingly)
