Background:
TDA seeks to develop a policy paper that outlines the features of the transitional justice track, in the form of recommendations to the relevant actors and institutions working on designing and implementing transitional justice in Syria. The recommendations will be based on consultations with various Syrian communities, as well as transitional justice experts and other stakeholders.
Overall Objective:
Produce a policy paper that analyzes outcomes of dialogues with local communities and with experts and other relevant stakeholders, to produce a set of recommendations and implementable steps on what a credible transitional justice process looks like and what the priorities thereof should be, so that it is responsive to Syrians’ expectations and needs; the policy paper’s main target audience will be the entities concerned with designing and implementing transitional justice.
Scope of Work and Responsibilities:
The Transitional Justice Expert will report to the Transitional Justice Program Coordinator. The
Transitional Justice Expert will be responsible for the following:
Attend 2-3 community dialogue sessions to benefit from the discussions and gain an understanding of the discussion topics.
Benefit from the local dialogues to provide preliminary recommendations based thereon, which will feed into the expert dialogues.
Attend at least one of the expert dialogues.
Benefit from the expert dialogues and any other relevant information from other meetings with
relevant actors and stakeholders.
Produce a policy paper that includes:
Providing an overview of the role of civil society in transitional justice, particularly, the
role of local communities and stakeholders in designing and implementing transitional
justice so that it is responsive to the needs of the most affected communities.
Analyzing the priorities and challenges that face the transitional justice process in Syria.
Identifying the key players, actors, and stakeholders in the transitional justice process,
and their roles in the process as it stands, and how it should be based on the local
dialogues.
Outline the main parameters for the constitutional and legal frameworks related to transitional justice.
Outlining practical recommendations including implementable steps and key guidelines
for transitional justice actors and entities responsible for designing and implementing
the process, based on the local dialogues and expert dialogues, as well as
recommendations for civil society organizations to solidify their role in the process.
Expected Deliverables:
The Transitional Justice Expert will be expected to deliver the following:
A detailed work plan and timeline commensurate with the deadlines provided by the program
lead. Preliminary recommendations based on the local community dialogues, no more than one week after the last local dialogue.
A first draft of the policy paper, no more than two weeks after the last expert dialogue.
A final draft of the policy paper, no more than one week after receiving all feedback.
Required Qualifications
University degree in law, political science, international relations, or a relevant field.
Has published research or policy papers on related topics.
In-depth understanding of the Syrian context, dynamics of the conflict, and the role of civil society.
Strong writing and analytical skills in Arabic, with proficient knowledge of English.
Fluency in Arabic.
Ability to travel to various parts of Syria.
Ability to meet deadlines and work under pressure.
