About the role:
We are looking for a MEAL Officer to support the design and implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for our humanitarian programmes in Ukraine.
In this role, you will strengthen evidence generation, ensure compliance with DG ECHO requirements, and support programme teams and partners in delivering high-quality, accountable interventions, including in contexts with limited access.
This position is only filled locally. With contractual conditions of the respective country. An expatriation is not intended.
You Will:
MEAL Framework & Systems
Support the development and implementation of a comprehensive MEAL framework aligned with DG ECHO requirements
Design and operationalise MEAL systems, tools, and processes for monitoring, data collection, analysis, and reporting
Support remote monitoring approaches where access is limited
Technical Support & Capacity Strengthening
Provide technical guidance, training, and capacity strengthening to project teams and implementing partners
Collaborate with teams to identify MEAL needs and ensure effective integration across project components
Performance Monitoring & Reporting
Support performance monitoring, data analysis, and reporting in line with donor requirements
Ensure compliance with DG ECHO evaluation criteria (relevance, effectiveness, efficiency, coherence, connectedness, and impact)
Accountability & Learning
Establish and support accountability mechanisms to affected populations, including feedback and complaints systems
Lead and contribute to learning agendas, documenting and sharing lessons learned
Outcome & Impact Measurement
Support outcome and impact measurement aligned with DG ECHO standards
Work closely with programme teams to ensure quality reporting and evidence-based decision-making
These are your qualifications
A degree in community development, political science, public health, statistics, social sciences, or a related field (or equivalent experience)
At least 3–5 years of experience in MEAL within humanitarian or development settings
Solid understanding of project cycle management
Experience designing and implementing MEAL systems, including baselines, evaluations, and Post-Distribution Monitoring
Strong data analysis skills, including advanced Excel; experience with tools such as Kobo, ODK, or similar is an asset
Experience working with international NGOs or development organisations; familiarity with ECHO or EU requirements is highly desirable
Strong communication skills, with the ability to present data and insights clearly to different audiences
Experience in training, facilitation, and stakeholder engagement
Professional proficiency in Ukrainian and English
High level of integrity, adaptability, and accountability
