Description

We are seeking an OSINT Trainer and Safety Protocol Developer to join our International team. The OSINT Trainer and Safety Protocol Developer will design and deliver a specialised, practice-oriented OSINT training programme focused on operational security, advanced search techniques, and the collection and preservation of digital open-source evidence. The role will develop OSINT protocols, consolidating GRC’s existing methodologies and practice.

Full / Part-time: Part-time

Location: Remote with travel for the training (on-site in Duhok)

Contract Duration: Until end of September 2026 with the possibility for extension based on funding and performance.

The Role

Develop an OSINT Protocol, based on and consolidating GRC’s existing methodologies and practice, to ensure collection, preservation, verification and analysis of open-source information occurs in accordance with best practice so that open-source material may be later used in accountability fora.
Based on overarching OSINT protocol, tailor separate OSINT protocol to the Iraqi context to support the sustainable development of investigative capacities within local civil society organizations, ensuring reflection of local operational realities, institutional needs, and relevant investigative objectives.
Design and deliver an interactive OSINT training programme, including based on the OSINT Protocol, tailored to the needs and operational context of beneficiaries in Iraq with a focus on:
- the collection, preservation, and management of digital open-source evidence in accordance with international standards and best practices. This will include facilitating practical exercises on advanced search methodologies, including the use of Boolean operators, other advanced search operators, for locating relevant open-source information and context-specific exercises to locate specific ISIS media productions.
- operational security considerations relevant to open-source investigations and online research.
- image and video analysis techniques, including reverse image searches and basic verification methods, where feasible.
- the basics of SOCMINT, including research methodologies, operational security, and legal and ethical boundaries.
Develop or update supporting guidance materials, templates, and practical resources associated with the training programme and adapted protocol.
Provide follow-up advice and technical guidance on OSINT-related questions arising during the training and Protocol adaptation.
Your Background

6+ years of relevant experience with open-source investigations and research.
Bachelor of law or related field (e.g. journalism, politics, public policy etc) mandatory; advanced studies in public international law, ideally with a focus on international human rights law or international criminal law, desirable.
Technical understanding of a broad range of OSINT tools and techniques, including, among others, social media analysis, and the use of satellite imagery.
Experience drafting reports and investigative findings, suitable for a range of audiences, including legal and judicial contexts.
Demonstrated experience designing and delivering OSINT training programmes, including on the evidentiary standards and requirements relevant to open-source material in legal proceedings.
Strong knowledge of operational security practices relevant to open-source investigations.
Experience developing investigative protocols, guidance documents, or standard operating procedures, with an understanding of how such frameworks support the admissibility and credibility of open-source evidence in court.
Familiarity with digital evidence collection and preservation standards, including chain of custody requirements relevant to the use of open-source material in domestic or international legal proceedings.
Practical experience working with highly sensitive material and an ability to demonstrate the skills in storing, sharing, and working with such material in line with ethical and best practice standards.
Self-starter: can be given a ‘desired outcome’ and figure out the action areas required to reach it with minimal supervision.
Flexible and creative; able to work in an unstructured, changeable & fast-moving environment; proactive; anticipating problems and solutions orientated.
Practical thinker, able to break down and pursue the elements required to operationalise an investigative strategy.
Administratively competent; able to manage competing urgent demands.
Experience conducting research in Arabic and/or delivering training to Arabic-speaking audiences is highly desirable.
Fluency in English, written and verbal skills, is required. Fluency and understanding of Arabic will be considered an asset.
