Within this framework, ARCS is implementing an integrated intervention to enhance the management, accessibility, and overall visitor experience of the Jerash Archaeological Site, with a specific focus on the Eastern Baths area and its functional connection to the surrounding urban center. In close coordination with the Jerash Municipality, the local Department of Antiquities (DoA), the Ministry of Tourism (MoTA), and the High Counsel for the right of people with Disabilities (HCD), and building on the Site Management Plan (SMP) and the approved Standard Operating Procedures (SoPs), the project supports practical implementation actions that combine urban redevelopment, site decorum, and accessibility improvements.

To support these efforts, ARCS intends to contract an Architect to lead the development of the urban redevelopment master plan for the Eastern Baths area and the design of accessibility improvement interventions, ensuring full compliance with heritage conservation standards, inclusivity principles, and the approved SoPs.

Purpose of the Position

The purpose of the Architect is the overall management of the works of urban redevelopment and accessibility, both inside the Archaeological Site of Jerash and in the Square surrounding the Eastern Roman Baths.

In particular, the Project aims at ensuring accessibility to people with reduced mobility to the Archaeological site, and the revival of the square surrounding the Eastern Roman Baths.

The Architect will ensure accessibility along the golf-cart route and its smooth connection to the Eastern Roman Baths, outside the Archaeological Site.

At the same time, the Architect will refresh the urban design of the square around the Eastern Roman Baths, making it accessible and safe, and attracting the local population and the visitors.

Scope of work:

The Architect will be responsible for the architectural and urban design solutions for the area surrounding the Eastern Baths area of the Jerash Archaeological Site, in full alignment with the Site Management Plan (SMP) and approved Standard Operating Procedures (SoPs).

Translate approved SoPs and preliminary assessments, including the Roman Baths Area Enhancement Assessment, into coherent spatial and architectural designsolutions;
Design, detail, and prioritise urban interventions which may include: cleaning, reorganisation, and visual improvement of public areas; landscaping, weeding, and vegetation management; rehabilitation and functional upgrading of public restrooms; public lighting improvements and safety considerations; placement and integration of waste-collection points, where feasible;
Ensure that all proposed interventions respect the archaeological and cultural value of the site; apply heritage conservation and minimal-intervention principles; comply with the regulations of the Department of Antiquities; integrate universal design and accessibility principles across all proposed interventions.
The Architect will be responsible for the interventions of accessibility improvement within the Jerash Archaeological Site, in alignment with approved Standard Operating Procedures (SoPs) and the Accessibility Assessment, the Ministry of Tourism and Antiquities (MoTA) plans, and cultural heritage protection requirements.

Review and build upon existing maps, topographical surveys, and accessibility assessments developed by partners and stakeholders;
Finalise the architectural design of the accessible mobility route for golf-cart circulation, ensuring safe and dignified access for persons with motor disabilities, older persons, and visitors with temporary mobility limitations; compatibility with wheelchairs, walkers, and accessible golf carts; minimal physical and visual impact on the archaeological fabric;
Identify and design minimal-impact micro-interventions required to ensure route continuity and safety while respecting heritage constraints; design accessibility solutions connecting the Eastern Baths hub, key monuments along the route, and the urban centre through the North Gate area;
Design and detail architectural elements along the route, including accessible boarding and alighting areas near the Eastern Baths (existing tented parking), safety and signage measures at the North Gate crossing, in coordination with the Municipality, and safe stopping points for visitor access to monuments;
Contribute to the architectural design of the golf-cart parking and charging stations, the circulation layouts and visitor flow management, and the integration of accessible ticketing points, ensuring coherence with municipal responsibilities related to traffic management, parking, and maintenance;
Design accessibility upgrades for existing public toilet facilities at the Oval Plaza and the Amphitheatre, including architectural maintenance and interior reorganisation, and the installation of fully accessible toilets in compliance with universal design and dignity standards;
In general, the Architect will:

Have the overall responsibility for the good success of the above interventions
Coordinate closely with the Project stakeholders, such as DoA, MoTA, the Municipality of Jerash, and HCD, and will participate in joint surveys, site visits, and technical meetings;
Ensure that all proposed solutions reduce costs and construction impact; avoid intrusive or irreversible interventions, and strengthen the functional link between the archaeological site and the surrounding urban centre.
Develop or reinforce all required architectural drawings, layouts, visual materials, and technical notes to support implementation; endorse the Bills of Quantities (BoQs) preparation and site supervision, ensuring technical consistency with SoPs and project requirements; oversee the procurement processes
Recruit the operational team, composed of an engineer and workers (according to the Cash for Work procedure), provide guidance and supervision, ensure compliance and accountability
Contribute to other Projects’ initiatives that will require the Architect’s expertise
Candidate profile

Minimum requirements

Have Jordanian nationality or have the authorisation to work in Jordan
Master’s degree in Architecture or Building Engineering–Architecture
Experience in drafting management plans, restoration projects, urban regeneration plans, and accessibility interventions
Strong ability to produce technical drawings and reports
Excellent command of English (spoken and written)
Previous experience with INGOs registered in Jordan, or nonprofit, donor funded organizations

Preferred requirements

Proven experience in restoration, conservation, or enhancement of cultural heritage.
Minimum 5 years of experience in design within historical, archaeological, or UNESCO-listed sites.
Knowledge of national and international norms on heritage conservation and accessibility
Proficiency in AutoCAD, Revit, GIS, and 3D modelling/rendering software.
Basic understanding of monitoring and evaluation processes related to technical activities.
Knowledge and experience with the main donors’ procedures and requirements (AICS, UE, other European donors, UN agencies)
Ability to work within multidisciplinary and multicultural teams.
