Role Overview

Islamic Help is seeking a values-driven Country Representative, with a demonstrable track record of achievement, to act as its official focal point in Sudan. The postholder will represent Islamic Help with authorities, partners, donors, co-ordination bodies, and communities; support the establishment of an appropriate country presence; and help ensure that Islamic Help’s Sudan portfolio is relevant, compliant, accountable, and delivered through strong local partnerships.

The Country Representative will serve as Islamic Help’s official representative and primary in-country focal point in Sudan. The role will prioritise external representation, government and stakeholder liaison, partnership management, contextual analysis, programme follow-up, compliance oversight, and coordination between Islamic Help UK and Sudan-based partners. The postholder will help establish Islamic Help’s profile and operating relationships in Sudan while ensuring that programme decisions are informed by local realities, humanitarian principles, donor requirements, and organisational policies.

The Country Representative will work under the strategic direction of Islamic Help UK, providing local leadership, trusted representation, and practical support to partners to ensure programmes are well coordinated, risks are identified early, and Islamic Help’s engagement in Sudan grows responsibly and sustainably.

Key Responsibilities

Country Representation, Liaison and Contextual Leadership

Serve as Islamic Help’s official in-country representative and focal point for Sudan, maintaining regular communication with Islamic Help UK.
Represent Islamic Help in relevant coordination platforms, government meetings, donor discussions, partner forums, and humanitarian networks.
Provide regular contextual analysis and advice to Islamic Help UK on humanitarian needs, access constraints, stakeholder dynamics, risks, and opportunities in Sudan.
Contribute to the development, implementation, and periodic review of Islamic Help’s Sudan country priorities, ensuring programmes and interventions remain relevant, evidence-based, locally informed, and aligned with organisational objectives and humanitarian principles.
Promote Islamic Help’s visibility, credibility, and principled engagement while safeguarding the organisation’s reputation and independence.
Conduct regular field visits to project locations, partner offices, distribution sites, service points, and affected communities to understand needs, verify progress, and identify implementation challenges.
Monitor changes in the field context, including access, security, population movement, service gaps, community feedback, and emerging humanitarian needs and advise on appropriate responses.
Support practical access arrangements, field visit planning, security coordination, and local liaison required for safe and effective programme implementation.
Gather, verify, and communicate field-level information from direct observation, partner reporting, and community feedback, producing concise situation updates, operational reports, and actionable recommendations to support informed decision-making by Islamic Help UK.
Strengthen relationships with local authorities, community leaders, civil society organisations, and humanitarian actors to enhance collaboration, improve access, and support the effective delivery of humanitarian and development programmes.
Partnership Management and Programme Coordination

Identify, assess, and maintain relationships with credible, legally registered national partners and relevant local stakeholders.
Act as the day-to-day liaison between Islamic Help UK and Sudan-based partners, supporting clear communication, follow-up, and timely problem-solving.
Monitor partner implementation progress through field visits, coordination meetings, documentation review, and regular reporting to Islamic Help UK.
Provide contextual and operational input to concept notes, proposals, budgets, needs assessments, donor updates, and programme reports.
Compliance, Risk and Operational Support

Support partner compliance with Islamic Help policies, donor requirements, safeguarding standards, financial controls, procurement procedures, and reporting obligations.
Maintain an up-to-date overview of operational, financial, access, security, reputational, and compliance risks, escalating issues promptly to Islamic Help UK.
Assist with basic country-level administrative arrangements, registrations, documentation, visits, and stakeholder communications as required.
Support safe and ethical programme delivery by promoting safeguarding, accountability to affected populations, inclusion, and conflict sensitivity.
Provide practical support for visits, assessments, partner meetings, monitoring activities, and security-related coordination in line with IHUK guidance.
Experience & Qualifications

Essential

A demonstrable and proven track record of at least five years in humanitarian or development settings, including representation, co-ordination, partnership management, or programme liaison roles.
A demonstrable and proven track record of partnership development, stakeholder engagement, and co-ordination with government/government agencies, donors, UN agencies, NGOs, and community actors.
Strong track record in developing high-quality proposals, donor reports, strategic documents, and programme communications.
Desirable

Master’s degree in a relevant field such as international development, humanitarian studies, social sciences, management, or a related discipline.
Experience of engagement with senior decision-makers and donors.
Familiarity with the operational structure of global humanitarian architecture.
Skills & Competencies

Strong understanding of humanitarian and development challenges in Sudan, including displacement, protection, resilience, localisation, and coordination systems.
Strong skills in representation, stakeholder engagement, diplomacy, partnership follow-up, risk identification, and clear reporting.
Representation and Diplomacy: Ability to build trust with authorities, partners, donors, and co-ordination actors while protecting Islamic Help’s reputation and principles.
Coordination and Follow-up: The maintenance of effective communication between Islamic Help UK, partners, and stakeholders, ensuring actions are tracked and issues escalated.
Communication: Adapting messages for diverse audiences and fosters collaboration.
Contextual Judgement: Using local knowledge, political awareness, and humanitarian analysis to inform sound decisions and advice.
Collaboration & Teamwork: Promotion of interdisciplinary collaboration and knowledge sharing.
Promoting Diversity & Inclusion: Creating an inclusive culture that values diversity.
Fluency in English and Arabic, with excellent written and verbal communication skills.

Additional

The successful candidate must have full working rights in Sudan.
The role will require the postholder to work evenings and weekends as required.
The postholder must hold a full driving licence, as there will be frequent national travel within Sudan, and occasional regional or international travel may also be required.
