Background and Context
Crest Point for Consultancy and Development (CPCD) is an independent consulting firm specializing in monitoring, evaluation, research, assessments, Third-Party Monitoring (TPM), capacity building, and consultancy services.

Established in 2018, CPCD supports humanitarian and development actors by providing evidence-based, reliable, and data-driven solutions. Through its work, CPCD contributes to strengthening accountability, transparency, and informed decision-making for clients, partners, and donors.

CPCD is currently seeking experienced and motivated Field Coordinators to support field-level coordination and data collection activities in Libya. The selected candidates will play a key role in ensuring the smooth implementation of field activities, effective team coordination, adherence to ethical standards, and the delivery of high-quality field data.

2. Overall Objective of the Assignment
The overall objective of this assignment is to support the coordination and supervision of field data collection activities in assigned locations in Libya, ensuring that all fieldwork is conducted in line with approved methodologies, ethical guidelines, quality standards, and security protocols.

3. Position Available
Field Coordinator
Duty Station: Field-based in Libya, with travel within assigned locations as required.

Key Responsibilities
The Field Coordinator will be responsible for supporting the planning, coordination, supervision, and quality assurance of field activities. Key responsibilities include:

Serve as the main focal point for field coordination in the assigned location(s).
Coordinate with community leaders, local authorities, and relevant stakeholders, as appropriate and approved.
Support the preparation and implementation of daily field movement plans and activity schedules.
Facilitate access to target locations and support smooth coverage of assigned areas.
Form and mobilize field teams, when needed, according to the geographic areas and locations where fieldwork is required, ensuring appropriate coverage, local knowledge, and operational readiness.
Coordinate logistical and operational arrangements with the Team Leader and project team.
Supervise field teams and ensure compliance with the approved methodology and workplan.
Monitor the quality of field activities through daily follow-up, spot-checks, and review of completed work.
Ensure that all team members strictly follow ethical standards, including confidentiality, informed consent, PSEA, Do No Harm, and safeguarding principles.
Support the resolution of field challenges and report any operational, access, security, or quality-related issues in a timely manner.
Submit daily progress updates to the Team Leader, including completed activities, challenges, risks, and recommendations.
Ensure adherence to security protocols and immediately report any incidents, complaints, or concerns.
Support referral pathways for urgent protection or humanitarian cases, according to established procedures.
Conduct daily team debriefings and document lessons learned, field challenges, and recommendations.
4. Qualifications, Skills, and Experience
Essential Requirements
Libyan nationality and strong knowledge of the Libyan context, local culture, and operational environment.
Minimum Diploma or Bachelor’s degree in Social Sciences, Development Studies, Statistics, Economics, Public Administration, or any related field.
At least 1 year of proven experience in field coordination, data collection supervision, monitoring and evaluation, research, or humanitarian/development fieldwork.
Previous experience coordinating field teams in Libya is strongly preferred.
Fluency in Arabic is required; good command of English is an asset.
Strong communication, coordination, and interpersonal skills.
Ability to work with diverse communities, including vulnerable groups, with professionalism, respect, and cultural sensitivity.
Strong organizational skills and ability to manage daily field plans and team follow-up.
High level of integrity, confidentiality, and commitment to humanitarian principles.
Desirable Requirements
Previous experience working with CPCD, NGOs, UN agencies, consultancy firms, or research organizations.
Experience in monitoring and evaluation, assessments, Third-Party Monitoring, KIIs, FGDs, or household surveys.
Familiarity with digital data collection tools such as Kobo Collect, ODK, or similar platforms.
Understanding of basic sampling approaches and field quality assurance procedures.
Experience in relevant humanitarian sectors such as Protection, Food Security and Livelihoods, WASH, Health, Education, Shelter, or Cash Assistance.
5. Working Conditions
The position is field-based and may require travel within assigned locations in Libya.
Field Coordinators may be required to work in remote or challenging environments.
The role may involve interaction with vulnerable individuals and communities.
The selected candidates must follow all CPCD security, ethical, and safeguarding procedures.
