Project brief: The project is funded by the Italian Cooperation Agency (AICS) “SPRING: Sistemi di PRotezione integrati e INclusivi per le comunità rifugiate e locali di Zarqa, Mafraq, Ramtha e Amman in Giordania – AID 013197/01”.

The project seeks to promote the protection of the most vulnerable groups among refugees and host communities in the governorates of Zarqa, Amman, Mafraq, and Irbid in Jordan, through an integrated framework of protection, assistance, empowerment, and social inclusion, with a focus on women, girls, children, and persons with disabilities. The activities planned will address protection needs at the individual, group, and community levels, providing support and opportunities for economic empowerment, while working to strengthen the protection capacities of local communities. Through a collaborative and integrated approach, the partners will strive to generate positive and lasting impacts, while seeking to alleviate the immediate effects of the ongoing emergency, ensuring the safety and fundamental rights of vulnerable populations, preventing violence, abuse, and discrimination, and strengthening communities’ capacity to recognize and respond to protection needs.

Key Duties and Responsibilities:

In coordination with the relevant Protection Desk at HQ, the GBV Specialist will provide technical leadership and coordination for UPP’s protection activities under the SPRING project, with a specific focus on gender-based violence (GBV) prevention and response. The Specialist will conduct GBV context analysis, map partners and actors, and identify capacities, needs, and priorities to strengthen UPP’s protection response for women and girls. They will also develop UPP’s Protection and GBV programming by delivering needs-based capacity building and coaching to the Protection team and implementing partners. The role encompasses both direct implementation oversight and capacity-building responsibilities, aligned with international and national best standards.

Technical leadership and capacity

The GBV Specialist will oversee and technically supervise the delivery of integrated case management services coordinated by UPP, building the systems established under previous projects. Specific responsibilities include:

Ensure overall coordination and technical alignment of the whole protection component of the project including GBV, CP, MHPSS, legal protection and protection mainstreaming.
Provide mentoring and guidance on GBV/protection issues to field staff in direct contact with persons of concern.
Establish, maintain, and regularly update inter-agency referral pathways in coordination with MoSD, FPD, MoH, the Protection Working Group, the GBV Sub-Working Group, and other humanitarian actors to avoid duplication and ensure continuity of care.
Ensure safe referral pathways link internally across project activities (safe spaces, MHPSS, cash for protection, livelihoods) and externally to the Jordan PSEA Network, MoSD, and legal service providers.
Develop and implement country level Protection plans in coordination with Protection staff Desk Officer and CR, as part of the protection strategy.
Response: Case Management and referrals supervision and backstopping

Provide technical oversight and supervision to the Protection Case Management and referral teams, including the CM Supervisor, Case Managers, and Referral/Protection Officers deployed by UPP and local partners at fixed and mobile points across Zarqa (Dulail, Russeifeh).
Ensure case management services adhere to GBV guiding principles (safety, confidentiality, respect, non-discrimination) and survivor-centred, child-centred approaches, including informed consent, autonomy promotion, and integrated PSEAH/safeguarding at all access points.
Supervise deployment of roving partner CM services in CBO premises in Dulail, and ensure tight coordination with CP specialized services.
Update/develop and rollout of internal SOPs on GBV Case Management services and Women and Girls Safe Spaces (WGSS).
Support Project Officer and Protection Desk in the recruitment, management and supervision of UPP and partners’ local protection staff.
Oversee the GBV Information Management System (GBVIMS+ where applicable), ensuring data protection protocols, anonymous registration, and harmonised data collection tools are in place and consistently applied.
Coordinate the UPP-managed hotline network, in liaison with partners, ensuring referral pathways are operational, inclusive, and non-discriminatory, with psychological first aid (PFA) capacity during working hours.
Women and Girls Safe Spaces (WGSS) – Technical Oversight

Lead the technical design and review of the Conversation Club curriculum, incorporating updates on TF-GBV, sexual and reproductive health rights (SRHR), disability and GBV, early and forced marriage, and digital safety in line withWGSS standards.
Technically supervise Conversation Club cycles including ICT expert, GBV Officer and Outreach officer in coordination with Field Coordinator and Project Officer.
Support the WGSS Social Café in Dulail and the three WGSS hubs of consortium implementing partners, ensuring they meet minimum WGSS standards (survivor-centred procedures, safe referral, confidentiality, informed consent, accessibility for persons with disabilities).
Conduct or supervise trained staff to carry safety audits of all safe spaces and ensure safe space teams are trained and equipped to act as discrete entry points for GBV case management services.
Ensure accessibility measures are integrated in all safe spaces: physical adaptations, sign language interpretation, materials in simple Arabic/for low-literacy participants, and caregiver/childcare support where possible.
Oversee the ICT/cybersecurity component within safe space activities, supporting practical workshops on digital safety tools to mitigate TF-GBV risks.
Coordinate directly with the UPP M&E and Project Officer to ensure regular monitoring visits, data collection, and feedback sessions within safe spaces.
Draft and submit technical interim and final evaluation reports including technical annexes and tools such as needs assessment findings, recommendations and toolkits.
Community Outreach and Sensitization

Provide technical inputs for the community outreach and sensitization campaign, covering GBV, TF-GBV, CP, disability rights, MHPSS, and positive parenting.
Develop in coordination with partners and Project Officer overall design, strategy and roll out of the prevention component;
Support the technical design of radio episode content, ensuring messages on GBV prevention and disability inclusion, are accurate, contextually appropriate, and linked to WGCC sessions.
Provide technical guidance to GBV Prevention Officers in the implementation of the community-led GBV prevention in Dulail and Russeifeh (Zarqa), based on the UN Women Dare to Care model.
Provide technical backstopping and supervision to staff deployed in the outreach, rehabiitation and inclusion services provided by UPP Mobile unit.
Capacity Building

Develop a GBV capacity building strategy and standardized training manuals, including context-specific outlines for facilitators and participant materials.Lead the design and co-facilitation of the co-design workshop adapting training materials and the Staff Capacity Assessment Tool to measure pre/post training effectiveness.
Facilitate or co-facilitate training modules onGBV Basics,Protection Mainstreaming, GBV Case Management, TF-GBV Prevention and Cybersecurity, WGSS Approaches, Safeguarding/PSEAH.
Provide technical mentoring and follow-up supervision to trained local partners to ensure competencies are applied in practice and contribute to continuous quality improvement of GBV service delivery .
Submitting interim and final reports on capacity assessment findings and recommendations on local partners and stakeholders.
Coordination, Monitoring, and Reporting

Actively participate in national coordination mechanisms, including the merged CP/GBV Sub-Working Group, and reporting platforms (RAIS, ActivityInfo).
Liaise with relevant Jordanian government bodies (MoSD, FPD, MoH, NCFA) and maintain updated knowledge of national legal frameworks relevant to GBV, domestic violence, early marriage, and disability.
Contribute to Protection and Protection & GBV-related data collection, FCRM and ensure Do No Harm and beneficiary accountability throughout the project.
Contribute to the project’s feminist MEAL framework, supporting the development of disaggregated data collection tools, baseline and endline surveys, case management databases, satisfaction surveys, and PDM tools.
Support PO and MEAL staff in coordination with partners to carry out needs assessments as well as baseline, midline and final MEA framework evaluations.
Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions, and implement modifications as required.
Participate in project joint steering committee meetings and monthly technical working group meetings with field teams.
Implement and monitor PSEAH/safeguarding measures across all UPP activities, supporting the Safeguarding Advisor and ensuring communities are informed of complaint and feedback mechanisms.
Project development

Contribute to the elaboration of new project proposals and concept notes, including stakeholder engagement, needs assessments, and partnership mapping.
Support the Country Representative and Project Officer in expanding UPP collaborations and identifying new proposal development opportunities.
Other

Carry out any other activities related to programs of interest to the organization, as requested by HQ.

ESSENTIAL REQUIREMENTS:

University degree (Bachelor’s or Master’s) in Social Work, Gender Studies, Psychology, International Development, Humanitarian Law, or a closely related field.
Minimum 4 years of professional experience in Protection / GBV programming in humanitarian or development contexts, with at least 2 years in a senior technical or coordination role.
Demonstrated experience in GBV case management, MHPSS, safe referral systems, and women and girls' safe spaces (WGSS), preferably in the MENA region and/or Jordan specifically.
Proven experience in capacity building and training of national staff, CBOs, and community actors on GBV and safeguarding.
Experience in community-based protection (CBP) approaches, community outreach, and behaviour change communication.
Deep knowledge of Protection and GBV guiding principles, international GBV standards (GBVIMS+, CPIMS+, IASC Guidelines, Sphere Handbook), and survivor-centred approaches.
Strong understanding of the PSEAH/safeguarding framework and experience implementing complaint and feedback mechanisms.
Familiarity with TF-GBV risks and digital safety approaches, including practical ICT/cybersecurity literacy for protection contexts.
Good knowledge of the Jordanian legal framework on GBV, domestic violence, child protection, refugee rights, and disability.
Strong interpersonal, communication, and facilitation skills; ability to work effectively with diverse teams, partners, and communities.
High degree of integrity, discretion, and professionalism when handling sensitive protection cases.
Arabic language proficiency at least at CEFR level C1; English language proficiency at least at CEFR level B2.
Excellent knowledge of computer software (Word, Excel, PowerPoint, Outlook)
DESIRABLE REQUIREMENTS:

A Master’s degree is an asset.
Experience working with Syrian refugee populations and Jordanian host communities is strongly preferred.
Familiarity with disability-inclusive programming and intersectional approaches to GBV is an asset.
