Job Summary:

The Health Manager is responsible for the effective implementation, technical quality, monitoring and coordination of International Medical Corps' health activities in Libya. The position provides technical and operational oversight to health teams, supports the delivery of quality health services, and contributes to strengthening the capacity of supported health facilities and healthcare workers in accordance with national guidelines, international standards and IMC policies and procedures.

The Health Manager works closely with Program, M/E, Pharmacy, Logistics, HR and other relevant departments to ensure effective implementation of health activities and achievement of project objectives and indicators.

The Health Manager also represents IMC with health authorities, UN agencies, NGOs and other health partners and supports IMC's role as co-lead of relevant health coordination mechanisms, including the Health/Nutrition Task Force.

Main Tasks:

Tasks include, but are not limited to, the following:

1. Health Program Management and Technical Oversight

Provide technical and operational oversight of IMC health activities and ensure their implementation in accordance with approved project objectives, workplans, budgets, national guidelines, international standards and IMC technical guidance.
Coordinate and regularly follow up the implementation of health activities across IMC-supported locations and facilities.
Ensure the quality and continuity of health services provided or supported by IMC and identify gaps requiring corrective action.
Support health facility assessments, identification of priority needs and development of appropriate interventions based on identified gaps.
Ensure appropriate patient registration, referral, follow-up and continuity-of-care mechanisms are implemented in supported facilities.
Support implementation and monitoring of infection prevention and control, healthcare waste management and other patient-safety measures in supported facilities.
Support preparedness and response to disease outbreaks and other public health emergencies in coordination with relevant health authorities and IMC teams.
Monitor epidemiological trends and health risks in IMC operational areas and ensure significant changes or alerts are communicated promptly to management and relevant technical teams.
Provide technical guidance to health teams and support resolution of operational and clinical issues affecting implementation.
Identify staffing, medical supply, equipment and other operational gaps and coordinate with relevant departments to ensure appropriate and timely follow-up.
Ensure patient confidentiality, informed consent and protection of patient information in accordance with IMC policies and applicable standards.
2. Team Management and Capacity Strengthening

Provide day-to-day management, technical guidance and supportive supervision to health staff under the position's responsibility
Ensure adequate staffing and appropriate deployment of health teams according to project and operational needs
Work closely with HR and relevant supervisors on recruitment, performance management, staff development and other personnel matters.
Identify staff capacity gaps and opportunities for professional development.
Support the development and implementation of capacity-building plans for IMC staff and healthcare workers in supported facilities.
Coordinate competency-based training, refresher training, on-the-job mentoring and supportive supervision according to identified needs.
Ensure training materials and curricula are technically appropriate and aligned with Ministry of Health, WHO, IMC or other recognized technical standards.
Coordinate with internal and external technical specialists and training providers where required.
Promote effective communication, teamwork, accountability and adherence to IMC values among health staff.
Ensure staff under the position's supervision have clear and updated job descriptions, objectives and responsibilities.
3. Medical Commodities and Equipment Oversight

Coordinate with Senior Pharmacist, Logistics/Procurement and health teams to forecast medicines, medical supplies and equipment requirements based on project needs, consumption patterns and available resources.
Monitor the availability and appropriate use of medicines, medical supplies and equipment within supported activities.
Support timely identification and reporting of stock shortages, consumption trends, expired or near-expiry medicines and equipment functionality issues.
Ensure medical commodities are appropriately stored, managed and distributed in accordance with IMC procedures and applicable standards.
Support monitoring of medical equipment after distribution to ensure appropriate installation, functionality and use.
Coordinate with relevant health authorities and facility management regarding medical supply and equipment needs where appropriate.
4. Monitoring, Reporting and Quality Improvement

Work closely with M/E and program teams to ensure accurate, timely and complete collection and analysis of health program data.
Regularly review health indicators, service utilization, morbidity trends and other relevant data to identify gaps, trends and areas requiring action.
Ensure health program achievements and challenges are appropriately reflected in weekly, monthly, quarterly and donor reports as required.
Provide technical health inputs to project reports, proposals, assessments, situation reports and other internal and external documents.
Contribute to development and revision of project logframes, indicators, workplans and monitoring tools.
Participate in project review meetings and use monitoring findings to support continuous improvement of health activities.
Document lessons learned, good practices and relevant program experiences to support institutional learning and future program development.
Ensure identified quality or performance gaps are followed by clear corrective actions and appropriate follow-up.
5. Health Coordination and External Representation

Represent IMC in relevant health coordination forums, technical working groups and meetings with health authorities, UN agencies, NGOs and other stakeholders, as delegated by the Country Director and/or relevant technical leadership.
Support IMC's role as co-lead of the Health/Nutrition Task Force, including preparation of meeting agendas, facilitation or co-facilitation of meetings, documentation of key decisions and action points, and follow-up with Task Force members and relevant stakeholders.
Maintain regular coordination with relevant Ministry of Health structures, local health authorities, NCDC, health facilities, UN agencies and health partners in IMC operational areas.
Support effective information sharing among health partners and contribute to identification and analysis of health needs, service gaps and response priorities.
Contribute to health partner/service mapping, joint assessments and analysis of health response coverage and gaps.
Contribute to coordinated health preparedness and response planning, including outbreaks, population movements and other public health emergencies.
Support coordination between health facilities, referral services, authorities and health partners to strengthen referral pathways and continuity of care.
Promote complementarity between IMC activities and interventions implemented by health authorities and other partners and contribute to avoiding duplication of assistance.
Ensure key issues, decisions, gaps and action points arising from external coordination meetings are communicated to IMC management and relevant teams and followed up as appropriate.
Maintain professional and constructive relationships with government counterparts, communities, UN agencies, NGOs and other stakeholders.
Represent IMC's health programming professionally and ensure external communication is consistent with IMC policies, approved positions and program objectives.
6. Assessments, Preparedness and Program Development

Participate in health needs assessments and contribute to identification of emerging health needs and program priorities.
Provide technical input into development of new health proposals, concept notes and project modifications as requested.
Contribute to design of technically appropriate and context-specific health interventions based on assessment findings and identified service gaps.
Support development and updating of health emergency preparedness and response plans in coordination with relevant IMC departments and external stakeholders.
Contribute to emergency response activities and rapid assessments when required.
Support development of practical recommendations based on assessment findings, health data, partner mapping and coordination discussions.
7. Internal Coordination and Compliance

Maintain regular coordination with Program, M/E, Pharmacy, Logistics/Procurement, Finance, HR, Security and other relevant departments to ensure effective implementation of health activities.
Participate in relevant internal project, program and operational meetings.
Ensure health activities comply with IMC policies, technical standards, safeguarding requirements and donor requirements.
Promptly escalate significant programmatic, technical, operational or public health concerns to the appropriate management level.
Follow IMC security procedures and coordinate movement and field activities in accordance with country security protocols.
Perform other duties related to the position as assigned by the supervisor and required to achieve program and country objectives.
Qualifications and Skills:

Medical degree or other relevant advanced health qualification; postgraduate qualification in public health, health management or a related field is an advantage.
Relevant professional experience in health program management, preferably in humanitarian, recovery or development settings.
Demonstrated experience in supervision and management of multidisciplinary health teams.
Experience working with health authorities, healthcare facilities, UN agencies, NGOs and health coordination mechanisms.
Experience in health assessments, capacity building, monitoring and reporting.
Experience in emergency preparedness, outbreak response and/or health-system strengthening is an advantage.
Strong understanding of quality health-service delivery, referral systems, IPC and management of medical commodities.
Strong communication, coordination, facilitation and interpersonal skills.
Ability to analyze health data and translate findings into programmatic actions and recommendations.
Ability to work effectively in a multicultural environment and coordinate with multiple internal and external stakeholders.
Good written and spoken Arabic and English.
Good computer skills, including Microsoft Office applications.
