INSO Syria
The Syria program supports more than 290 NGOs to deliver vitally needed aid and assistance to an estimated 13.1 million people in need across the country. First launched as an emergency response operation in 2014, INSO Syria has grown to become a program covering all Syrian governorates, with a Country Office in Damascus. The Syria conflict is unique and complex; you will find that every day is different and there is always more to learn.
Job Summary
Reporting to the Information Manager, you will play a key role in ensuring the effective management, security, and accessibility of CHDC data. You will develop a strong understanding of CHDC’s data entry, storage, capabilities and security processes, while serving as a key resource for the CHDC and Partner Portal (IPP). You will support partners with registration and access, and provide technical expertise in developing visualisations, maps and dashboards that turn complex data into clear, actionable information.
Main Responsibilities
Conflict & Humanitarian Data Centre (CHDC)
Be an expert user of CHDC and understand the methodology, with knowledge of the platform
Ensure that information recorded is correctly categorized, promptly updated, and properly accessed
Monitor, assess, and continuously improve the accuracy and precision of data collected
May provide CHDC training and inductions to new and current staff
INSO Partners Portal (IPP)
Be an expert user of the IPP and understand the registration process
Guide the partners through the registration process and provide solutions to questions about the system
Monitor and update the registration of INSO partners through the IPP
Report & Visualization activities
Fill information needs and sources in collaboration with the Safety Advisors and Operations team
Aggregate data for analysis and presentation
When needed, produce high-quality graphs and other products to support INSO’s analysis and facilitate NGOs’ understanding of the conflict
Provide visually relevant inputs to field missions, intended to gather data for INSO outputs
Produce high-quality maps, graphs, dashboards, and other visual products, as needed, to support INSO analysis and help NGOs understand conflict dynamics.
Prepare and format reports using Microsoft Publisher based on raw reports provided by the Safety Adviser, ensuring accurate presentation, clear layout, and timely delivery of finalized reports.
Prepare and share the weekly incidents list (WIL).
Partner Service Requests
Ensure timely and accurate fulfilment of partners’ requests related to incident lists, infographics, and mailing lists, including data preparation, updates, and dissemination as required.
Coordinate assessment requests by directing them to the appropriate Safety Adviser, monitoring the assessment process, and providing timely responses to partners upon completion.
Signal Groups
Serve as the administrator for Signal groups, ensuring proper management, organization, and maintenance of group membership and communication channels.
Manage the addition of contacts to Signal groups by adding only numbers received through official service requests and verifying that all added contacts are associated with authorized partners.
Technical Reference
Actively work with Program, Operations, and Training departments to understand and respond to their needs
Train Safety Advisors (Deputies and Assistants), or any other position on data-entry responsibilities and data integrity
Support the team in managing the monthly roundtable meetings.
Any other tasks assigned by the Information Manager.
Mandatory Requirements
Essential
Minimum two years of experience in data management and visualization, in a similar humanitarian organization and context
Experience with Power BI and DAX, or similar BI software (such as Tableau)
Knowledge and understanding of theories, concepts and approaches relevant to the management of information in crisis contexts
Experience with ArcGIS and strong technical skills, including creating topologically correct shapefiles and geodatabases
Fluency in the English language, both written and verbal
University degree in Information Systems, Computer Science, Data Management, GIS, or relevant field
Legal eligibility to live and work in Damascus
Nice to Have:
Knowledge of database management using SQL
Knowledge of scripting languages such as Python or R
Prior knowledge of the relevant region context
