Required Profile
Profile: The candidate must be a Venezuelan national or a foreign national with legal authorization to reside and work in Venezuela.
Education: University degree in Public Health, Social Sciences, Administration, Law, International Development, or related fields.
Experience:
Minimum of 2 years in project management, MEAL monitoring, or auditing/compliance in non-governmental organizations or the social sector.
Solid experience in indicator design, logical frameworks, data collection (qualitative and quantitative), statistical analysis, and report writing.
Experience working with local organizations, communities, or civil society networks is an advantage.
Knowledge of the humanitarian context in Venezuela is highly valued.
Knowledge of donors such as ECHO and Oxfam is highly valued.
Technical Knowledge:
Proficiency in data collection tools (KoboToolbox, ODK, SurveyCTO) and data analysis tools (advanced Excel, Power BI). Knowledge of regulatory frameworks for international donors.

Position Objective
Ensure the quality, transparency, and impact of projects through the design and implementation of a Monitoring, Evaluation, Accountability, and Learning system, while also ensuring that all organizational operations and activities comply with legal regulations, internal policies, and donor standards.
Main Responsibilities
MEAL System Management
Design and Implementation of MEAL Frameworks:
Advise project teams in the development of logical frameworks, theories of change, performance indicators, monitoring plans, and data collection tools aligned with organizational standards and donor expectations and requirements.
Design and supervise the implementation of systems for monitoring and tracking project activities and results.
Data Collection and Management:
Coordinate and/or support qualitative and quantitative data collection, ensuring its quality, consistency, and reliability.
Manage MEAL databases, ensuring the organization, secure storage, and accessibility of information.
Develop and maintain data collection tools (e.g., questionnaires, focus group guides) and tracking systems.
Analysis and Reporting:
Conduct rigorous data analysis to assess project progress, achievement of results, and potential impacts.
Prepare monitoring, progress, and evaluation reports, highlighting key findings, challenges, and lessons learned.
Contribute to donor report writing, ensuring that MEAL information is accurate and relevant.
Compliance Management:
Ensure that all administrative and financial supporting documents are uploaded to the donor monitoring platform, strictly complying with the standards required for approval.
Ensure that donations and distributions are accurately reported in institutional formats, guaranteeing full consistency between what was delivered and what was documented, in accordance with donor regulations.
Monitor compliance with local regulations, internal policies, and donor requirements.
Identify, assess, and update the operational, financial, and reputational risk matrix.
Disseminate the Code of Conduct, anti-corruption policies, and fraud prevention measures to staff and, when necessary, to beneficiaries.
Manage the internal reporting channel, ensuring confidentiality and due process.
Support internal and external audits by providing clear and verifiable evidence.
Prepare periodic monitoring and compliance reports for management and donors.
Train staff on compliance regulations, institutional ethics, and data collection tools.
