Mission
The MEAL Officer is responsible for implementing and monitoring project activities and collecting data relating to the action, ensuring that monitoring, evaluation, accountability and learning (MEAL) systems function effectively across the project. The role directly supports evidence-based decision-making and donor compliance under the EU/NDICI-funded action.

Reporting Lines
Line manager: National Representative.
Technical supervisor: FH MEAL Manager (HQ, Lausanne).
Internal relations: Programme Manager, Editorial Coordinator, Support Services Coordinator.
External relations: Partners Monitoring, Evaluation and Project Support Officer; external evaluators.
Main Responsibilities
Design and maintain data collection tools and indicator-tracking systems aligned with the project logframe.
Conduct regular field-level monitoring visits and compile monitoring reports for the National Representative and Programme Manager.
Support the Editorial Coordinator's editorial analyses by providing digital audience reach and engagement data.
With support of the FH MEAL Manager (HQ), lead on the baseline study, learning and capitalisation workshops, and support with commissioning the final external evaluation.
Plan and conduct focus group discussions and small-scale surveys with audiences as required.
Ensure MEAL data is accurately reflected in donor narrative and financial reporting cycles.
Contribute to risk identification and mitigation recommendations based on monitoring findings.
Support project adaptation processes in response to the evolving Syrian context.
Achieve agreed quarterly indicator-reporting targets in line with the project's Results Framework (KPI).
Profile Sought
Minimum 5 years' experience in MEAL functions within humanitarian, media, or development projects.
Experience conducting focus groups and online surveys.
Experience using KOBO toolbox or similar data collection tools.
Strong quantitative and qualitative data analysis skills.
Experience with donor compliance frameworks; EU/NDICI experience is an asset.
Confident in report writing and presenting insights.
Familiarity with media or transitional justice programming is desirable.
Fluency in Arabic and English; French is an asset.
Strong organisational skills and attention to detail.
