SCOPE OF THE POSITION:
The Quantity Surveyor is responsible for carrying out and coordinating all quantity measurement activities required for monthly progress payments, variation management, and verification of contractors' executed quantities.
Working under the supervision of the Coordination & Contract Manager, the role provides measurement support across all project disciplines, including civil, electrical, mechanical, and plumbing works.
The Quantity Surveyor also coordinates and reviews the measurement activities performed by the Site Assistants, ensuring that all collected data are accurate, properly documented, consistent, and submitted within the required deadlines. Consolidated measurement records are then provided to the Coordination & Contract Manager to support the preparation of Interim Payment Certificates and project progress reporting.
DUTIES AND RESPONSIBILITIES:
1. Measurement and Quantity Survey:
· Measuring executed quantities for all disciplines (civil, electrical, mechanical) using tools such as tape measures, laser distance meters, levels, and software (Excel, Revit, AutoCAD).
· Performing topographic and geometric surveys on site.
· Compiling measurement sheets for monthly progress payments (SAL).
· Spot-checking quantities declared by contractors.
· Verifying BoQ quantities against executive drawings and actual site conditions.
2. Coordination and Supervision of Site Assistants:
· Coordinating the measurement activities of the Civil, Electrical, and Mechanical Site Assistants.
· Reviewing and validating the measurement sheets prepared by the Site Assistants.
· Providing guidance and support to the Site Assistants on measurement methodologies and techniques.
· Ensuring that all measurement data from the Site Assistants are accurate, consistent, and properly documented.
· Consolidating the measurement data from all three disciplines into a single, coherent set of measurement sheets.
3. Support to Coordination & Contract Manager:
· Supporting the Coordination & Contract Manager in preparing Interim Payment Certificates.
· Maintaining the quantity register for variations.
· Preparing weekly measurement reports in English for the Coordination & Contract Manager.
4. Reporting:
· Preparing daily/weekly reports in English on measurement status and progress.
· Reporting any measurement discrepancies or site issues to the Coordination & Contract Manager and the relevant Discipline Lead.
REQUIRED SKILLS:
Essential:
· Diploma or Bachelor's degree in Engineering, Surveying, or Building Technology from a recognized Syrian university (or equivalent).
· Minimum 5 years of experience as a Quantity Surveyor or in a similar role on construction projects.
· Ability to read executive drawings (civil, architectural, MEP).
· Proficiency in AutoCAD for quantity take-offs (or Revit, if available).
· Advanced Excel skills (pivot tables, formulas, charts).
· English B2 (written and spoken) – mandatory.
· Knowledge of measurement methodologies (e.g., UNI 11337 or FIDIC measurement principles).
· Familiarity with site measurement tools (laser distance meter, level, tape measure).
· Ability to coordinate and supervise the work of junior staff (Site Assistants).
· Availability to work on-site in Syria-Al Rastan for the full duration of the project (15 months).
Preferred:
· Previous experience in hospital construction or healthcare projects – preferential.
· Knowledge of measurement software (e.g., CostX, Bluebeam) – preferential.
SOFTWARE SKILLS:
· AutoCAD – mandatory.
· Excel advanced (pivot tables, formulas, charts) – mandatory.
· Revit – appreciated.
· Microsoft Word, Outlook.
