Regional Programme and Humanitarian Manager
(Fulltime, based in Niamey, Niger)
As our Regional Programme and Humanitarian Manager, you are responsible for providing high-quality and principled locally led humanitarian assistance while linking it with development interventions (triple nexus approach) to support longer-term change in affected communities across West Africa. In close cooperation with countries, local and national partners, and international networks, you will drive program growth, business development, and quality humanitarian programming aligned with Core Humanitarian Standards (CHS) and SPHERE. You report directly to the West Africa Regional Director.
What you do
Strategic Leadership & Programme Development: Develop and execute the humanitarian strategy for the West Africa Region and the Sahel Response Strategy, promoting locally led action, quality aid, and strategic network collaboration (Caritas, ACT Alliance).
Triple Nexus & Sectoral Integration: Spearhead the humanitarian-development-peace nexus approach, linking emergency response and recovery to longer-term systems strengthening in focus areas such as WASH, Food Security, Health, and cash transfers.
Resource Mobilization & Opportunity Development: Proactively diversify the funding base by driving acquisition plans and proposal development for donors such as ECHO, Dutch Relief Alliance (DRA), UN agencies, Country-Based Humanitarian Funds, and SHO.
Partnership & Capacity Sharing: Foster equitable partnerships with national and local NGOs, supporting them across the full humanitarian program cycle (identification, formulation, monitoring, evaluation, and learning) while building context-driven capacities.
Programme Results & Performance Management: Oversee regional portfolio delivery, develop work plans and budgets, track project monitoring tools, conduct field visits, and ensure compliance with donor and organizational requirements.
Risk Management, Safeguarding & Compliance: Maintain regional risk registers, manage contextual and operational risks, and champion high standards of integrity, duty of care, security, and safeguarding.
Networking, Representation & Advocacy: Represent Cordaid in humanitarian coordination clusters, UN/OCHA meetings, donor engagements (ECHO, Embassies), and network platforms to advance strategic priorities and advocate for locally led responses.
Who you are
You hold a Master’s degree in International Development, Business Administration, Political Science, Communications, or a related field.
Minimum of 8 years of relevant experience in partnership management, humanitarian program development, and capacity sharing in international development or humanitarian organisations.
Deep knowledge of the humanitarian sector in West Africa and the Central Sahel, including fragile and conflict-affected settings.
Sound practical expertise in Core Humanitarian Standards (CHS), SPHERE guidelines, cash transfer modalities, and the triple nexus approach.
Proven track record in resource mobilization, proposal writing, and engaging major institutional donors (ECHO, Dutch donor landscape, UN agencies, DRA).
Strong analytical, strategic thinking, and financial management skills, with experience managing multi-country portfolios and project budgets.
Excellent interpersonal, networking, and cross-cultural leadership skills, with a service-oriented mindset and a strong commitment to locally led development.
Exceptional oral and written communication skills in both French and English.
Willingness to relocate to Niamey, Niger, with a flexibility to travel up to 50% of the time within the region.
